Oligarchic plutocracy7/3/2023 Plutocracy = Doesn't actually exist as a form of government, but the term is accepted as a idea Oligarchy = Core group in power who put the state ahead of their own goals So, under technical terms, there has not been an Oligarchy that has been successful yet, but there have been plenty of Plutocracy systems, but because of the fact that the word "Plutocracy" does not really exist as a form of government, people just call these "Oligarchy" systems. That being said, these communist states were more Plutocracy than Oligarchy systems, in which the rich elite run the states and the people follow. However, as was said above, the Oligarchy system that has been used (Communist states follow this) have select people in power and they are usually the elite as well. etc.) who would run the state and put the people ahead of their own personal interests.
